Error "1013204 Client commands are currently not being accepted"

Root Cause:

Another process is accessing the outline.

Solution:

Wait for the other process to complete.  If you suspect that there is an erroneous lock on the application, try stopping and restarting the application. If necessary, shutdown the Essbase server properly and restart it.
